A bill to amend the Fish and Wildlife Coordination Act to require certain permits for exploring or mining oil and gas underlying the navigable waters of the United States.

Requires those who drill or prospect for any oil or gas located beneath any navigable water of the United States to secure a permit for such operation from the Secretary of the Interior. Makes issuance of such license contingent on safety to wildlife and wildlife resources, or on not polluting the navigable waters, and revocable for danger thereto.
