A bill to prohibit the exclusion of dog guides for the blind from certain public carriers, transport terminals, and other places of business which operate in interstate commerce.

Prohibits the exclusion of dog guides for the blind from: (1) public carriers engaged in interstate or foreign commerce or operating under a charter or franchise granted by the Federal Government; or (2) all transport terminals, eating establishments, or other places of public accomodations which operate in interstate commerce.

Prescribes penalties and remedies for violations of this Act.
