Establishes a Congressional Center for the Study of Domestic and International Policy to research for Congress problems of significance affecting domestic and international policy and the responsibilities of Congress under the U.S. Constitution and laws.
Provides for a Board of Trustees consisting of nineteen members. Authorizes the Board of Trustees to select a Director of the Center. Authorizes $15,000,000 for the construction of a building and facilities to house the Center and $100,000,000 for the maintenance and operation of the Center for fiscal year 1974.
