A bill to amend chapter 3 of title 38, United States Code, in order to provide for a veterans outreach services program in the Veterans' Administration to assist eligible veterans, especially those recently separated, in applying for and obtaining benefits and services, to which they are entitled, for education, training, and employment, and for other purposes.

Provides for the establishment of Veterans assistance centers to offer a veterans outreach services program in the Veterans' Administration to assist eligible veterans, especially those recently separated. From the Armed Forces. Directs that functions of centers will include assisting veterans in obtaining benefits and services to which they are entitled by law and in obtaining education, training, and employment.

Requires the Administrator of Veterans' Affairs to report semiannually on the activities carried out under this Act. (Adds 38 U.S.C. 240-243)
