A bill to develop business and employment opportunities in smaller cities by providing preferences for prospective Government contractors in such cities and areas.

Declares it to be the intent of Congress to encourage business and employment opportunities in small cities by granting preferences in government contract awards through a system of deductions from the final price bid according to the areas' populations.
