Provides that an employee of an executive agency in a position for which the rate of basic pay is fixed and adjusted from time to time in accordance with prevailing rates by a wage board or similar administrative authority serving the same purpose, who is assigned or detailed to perform any duties of any other such position which is in a grade or a schedule of pay having a rate or rates of pay higher than his then existing rate of basic pay, is entitled, for the period of his assignment or detail, to the lowest rate of basic pay of the grade or pay schedule of such other position which exceeds his then existing rate of basic pay by at least two steps of the grade or pay schedule of his then existing position, or, if there is no such rate in the grade or pay schedule of such other position, he is entitled, for the period of his assignment or detail, to the maximum rate of the grade or pay schedule of such other position.
