A bill to provide for the immediate cessation of bombing in Indochina and for the withdrawal of U.S. military personnel from the Republic of Vietnam, Cambodia, Laos, and Thailand.

Prohibits any funds heretofore or hereafter appropriated from being expended to support the deployment of United States Armed Forces in the conduct of military operations in or over the Republic of Vietnam, the Democratic Republic of Vietnam, Cambodia, Laos, or Thailand.

Prohibits funds from being expended to bomb any target within such countries.

Provides that if, by 30 days after the date of enactment of this Act, the Democratic Republic of Vietnam and other adversary forces in Indochina holding American prisoners of war have not made arrangements for the release and repatriation of all such prisoners, the Congress may by joint resolution authorize such further action as it deems necessary to secure the release and repatriation of American prisoners of war.
