Department of Science and Technology Act - Establishes a Department of Science and Technology which consolidates under civilian authority all existing resources of the Federal Government devoted to science and technology.
Transfers functions from the National Science Foundation, Atomic Energy Commission, National Aeronautics and Space Administration, National Bureau of Standards, Department of Defense, the Smithsonian Institution, and Department of State to the new Department.
Provides for the development of a national science plan to coordinate government acitivities in this area.
Calls for continuing studies to determine other programs to be added to the department.
Directs the Secretary to establish a Congressional liaison office and any advisory committees he may deem necessary in carrying out the purposes of this Act.
Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act. (Amends 5 U.S.C. 101)
