A bill to provide early educational opportunities for all preschool children, and to encourage and assist in the formation of local preschool districts by residents of urban and rural areas.
Community Preschool Opportunity Act - Directs the Secretary of Health, Education, and Welfare to make grants of up to 90 percent of the costs of approved programs for early education of children between the ages of three and five.
Requires States desiring to participate in this grant program to establish community preschool districts and to establish a program which meets the requirements of this Act.
Authorizes the appropriation of $2,000,000,000 for fiscal year 1974, $3,000,000,000 for fiscal year 1975, $4,000,000,000 for fiscal year 1976 and $7,000,000,000 for each subsequent fiscal year to carry out the purposes of this Act.
