A bill to amend the Outer Continental Shelf Lands Act to insure that leases of the Outer Continental Shelf for the recovery of oil and gas are issued only to citizens of the United States.

Provides that leases for the recovery of oil and gas from the Outer Continental Shelf shall be issued, assigned, and transferred only to citizens of the United States. Stipulates that a corporation, partnership, or association shall be deemed a citizen so long as not more than 5 percent interest therein is owned or controlled by persons who are not citizens of the United States. (Amends 43 U.S.C. 1337).
