Local Education Accountability Act - Provides that no Federal funds shall be paid over or used to make possible the release of other funds which may make grants to be paid over to any local education agency or any school which fails to: (1) guarantee to every parent of students access, for the purpose of scrutiny, to any book available to said students; and (2) provide a method for removing any member of such local education agency upon petition of not more than twenty percent of such parents and the majority of all eligible voters in a special referendum of removal.
