A bill to amend title XIX of the Social Security Act to provide that any hospital or nursing home which desires to participate in the medicaid program must also participate in the medicaid program must also participate in the medicare program (if qualified therefor), and to prohibit Federal matching of hospital and nursing home expenses under the medicaid program in the absence of such participation.
