A bill to authorize payment of costs incurred in the alteration or replacement of certain municipal waste incinerators for the purpose of controlling air pollution.

Authorizes the Administrator of the Environmental Protection Agency to make grants for the costs incurred in the alteration or replacement of specified unamortized municipal waste incinerators owned and operated by local government entities for refuse burning in order to control air pollution under the Clean Air Act.
