Provides that the President shall appoint the Director of the Federal Bureau of Investigation to a single term of fifteen years. Provides that the Director may be removed at any time by joint resolution of Congress, after notice and hearing, when, in the judgment of Congress, the Director has become permanently disabled or has been guilty of neglect of duty or malfesance in office, or of any felony or conduct involving moral turpitude.
Requires that the Director retire upon reaching age 70 and provides a lifelong annuity equal to his salary upon retirement.
