Authorizes the President, under the Disaster Relief Act of 1974, to carry out projects relating to neighborhood emergency warning systems designed to transmit, only to areas immediately threatened or affected by a disaster, audio and visual alarms and verbal instructions. Authorizes to be appropriated for such purposes $50,000,000.
