Increases the amount of Federal reimbursement to States under title IV (Grants to States for Aid and Services to Needy Families With Children) of the Social Security Act for the cost of locating and securing support from parents who have deserted or abandoned their children receiving aid under such program, to 75 percent of the State's expenditures. Provides that the State welfare agencies may utilize the services of private collection agencies and similar organizations and entities in locating such parents and securing support for such children.
