A bill to provide for the mandatory allocation and pricing of coal in the event of a national disruption in coal production caused by a labor dispute.

Provides for the mandatory allocation and pricing of coal in the event of a national disruption in coal production caused by a labor dispute.

Provides that coal shall be allocated pursuant to this Act in accordance with the following priorities: (1) the protection of the national health, safety, welfare, and defense; (2) the maintenance of public services and institutions, however owned; and (3) the maintenance of power plants.

Specifies priorities with respect to sources from which the Administrator of the Environmental Protection Agency shall obtain coal for allocation under this Act.
