A bill to provide for emergency relief for small business concerns in connection with fixed price Government contracts.
Small Business Emergency Relief Act - Declares it to be the policy of Congress to provide equitable relief to small business concerns which have fixed-price Government contracts where such concerns encounter difficulties during performance because of the energy crisis or rapid and unexpected escalations of contract costs.
Empowers the head of any agency to make modifications in the terms of existing fixed-price contract or contracts completed after December 31, 1972, with a small business concern which demonstrates specified performance difficulties.
