Prohibits, under the Social Security Act, the disclosure of an individual's social security number without his consent unless specifically required by law. Provides that, unless so required, no individual may be compelled to permit the use of his social security number for any purpose not directly related to the operation of the old-age, survivors, and disability insurance program.
