Provides, under the National Visitor Center Act, that the Union Station Building may be leased by the United States at a time agreed upon by the parties, and not necessarily when the building is ready for public use.
Requires the provision of parking for charter buses at the National Visitor Center.
Authorizes increased appropriations for alteration of the building and for the provision of parking.
