Provides, under the National Visitor Center Act, that the Union Station Building may be leased by the United States at a time agreed upon by the parties, and not necessarily when the building is ready for public use.
Requires the provision of parking for charter buses at the National Visitor Center.
Authorizes increased appropriations for alteration of the building and for provision of parking.
Extends use of office space, reimbursement for office expenses, and the franking privilege to former Speakers of the House of Representatives from two years to as long as they find need therefor.
