States that it is unlawful for any citizen or resident of the United States to offer to make, or make, a contribution to any agency of the United States or officer, agency, or agent of the United States for the purpose of influencing the outcome of an election for public office in a foreign country.
States that it is unlawful for any officer, employee, or agent of the United States: (1) to solicit any citizen or resident of the United States to contribute to, or make an expenditure in support of, any candidate or political party, directly or indirectly, for the purpose of influencing the outcome of an election for public office in a foreign country, or (2) to accept a contribution from any citizen or resident of the United States for such purpose.
Provides that whoever violates any provision of this Act shall be fined not more than $10,000 or imprisoned not more than five years, or both.
