Restricts the meaning of the term "condition requiring emergency treatment" in the Agricultural Adjustment Act of 1933, as amended (under which the President may take immediate action without awaiting the recommendation of the Tariff Commission with respect to limiting imports of agricultural products when such imports render or tend to render ineffective programs aimed at assisting the growing, processing, or consumption of domestic agricultural products), to the existence or threat of war, natural disaster, or famine which affects or probably will affect the domestic supply.
