Increases the authorization of appropriations for the Land and Water Conservation Fund Act to $500,000,000 for each fiscal year through 1989. Prescribes a new formula for the apportionment of funds under such Act among the various States. Calls for the annual review of State programs to implement statewide outdoor recreation plans. Provides that not less than 25 percent of the amount allocated to a State for the development of recreation facilities be approved for the development of indoor recreation facilities.
