A bill to amend the Economic Opportunity Act of 1964 to provide for a national program for the elderly and poor to be known as Project Fuel.

Provides for a national program under the Economic Opportunity Act of 1964 to be known as "Project Fuel" designed to provide grants and materials, instruction, and labor to assist the elderly and poor to winterize their homes and to conserve fuel.
