Provides that any service performed by any substitute employee of the Post Office Deparment in excess of 40 hours during any week before the effective date of the Federal Employees Salary Act of 1965 shall be credited to such employee if the employing agency deducted, for purposes of retirement, amounts from the compensation paid for such service.
Limits the aggregate of the service credited to any substitute employee to one year , and such aggregate may not be considered in the computation of average pay.
