Provides, under title II of the Social Security Act, that the entitlement of an employee's survivor to an annuity under the Railroad Retirement Act of 1937, without any entitlement to a death payment under such Act on account of such employee's death, will not prevent a lump-sum death payment from being made on such employee's wage record under the old-age, survivors, and disability insurance program.
