Directs the Secretary of Commerce to undertake a study to determine the immediate and long-range requirements of public ports in the United States.
Provides that any State, local government, interstate agency or public port authority may apply to the Secretary for financial assistance in making improvements required by Federal law. Prescribes the restrictions on such loans.
Authorizes to be appropriated $1,000,000 for each of the fiscal years 1975 and 1976 to carry out the study and $30,000,000 for fiscal year 1975 and each fiscal year thereafter for purposes of making the loans under this Act.
