Provides that an employing agency of the Federal Government may take adverse action against an employee, or debar him from future employment, only for such cause as will promote the efficiency of the Federal Civil Service.
Provides that an employee may be suspended for a period not to exceed five days for any unprovoked rude conduct, in the performance of his duties, toward any member of the public.
Sets forth procedure requirements to effect the provisions of this Act.
Grants original and exclusive jurisdiction to the district courts in specified civil actions brought by Federal employees to have a hearing with respect to actions against them under this Act made public where the basis for such proposed action does not involve interests of national security.
