Handgun Control Act - Provides that it shall be unlawful after thirty days after the enactment of this Act for any person to import into the United States any handgun or handgun part or to transfer, receive, or transport, in interstate commerce, any handgun or handgun part unless the Secretary of the Treasury issues a permit under this Act with respect to the importation or transfer of a handgun or handgun part.
Prescribes the conditions under which the Secretary shall issue a permit to allow the importation or interstate transfer of a handgun.
States that the Armed Forces and public law enforcement agencies shall be exempt from the provisions of this Act.
Provides for a fine of up to $5,000, or up to five years imprisonment, or both for anyone who transfers or receives a handgun or handgun part in violation of any provision of this Act.
