Revises the provisions of the Older Americans Act relating to long-term care facilities to place special emphasis on the establishment and expansion of home health services and to strengthen access by the community to long-term care facilities.
Requires State agencies to establish and maintain an ombudsman office which will receive and investigate complaints from residents, patients, and the relatives and friends of residents and patients in long-term care facilities.
