A bill to provide that local educational agencies shall not receive Federal financial assistance unless they provide educational services to all handicapped children at levels of expenditure at least equal to expenditures for other children.

Provides that a parent of a handicapped child may institute a civil action in the United States district court against those responsible for withholding Federal financial assistance.
