Provides that in all courts of the United States, in any civil action brought against a law enforcement officer of the United States, or of any State, county, municipality, or other political subdivision, claiming damages resulting from the performance by an officer of his duties, the party bringing the action shall provide and file with the court in which the action is instituted a surety bond conditioned on the payment to defendants of reasonable cost of investigation and legal fees for defending such action should the defendants prevail in the action.
