A bill to amend the Emergency Daylight Saving Time Energy Conservation Act of 1973 to exempt from its provisions the period from the 1st Sunday in October 1974, through the last Sunday in February 1975, and to extend the period for the submission of the final report to Congress.

Provides that during the period from the last Sunday in October 1974 through the last Sunday in February 1975, the provisions of the Emergency Daylight Saving Time Energy Conservation Act shall not be applicable. Extends the period for submission of the final report due under such Act to September 30, 1975 (presently due June 30, 1975).
