Revises the allocation provisions for administrative grants to coastal States under the Coastal Zone Management Act of 1972 by authorizing the Secretary of Commerce to waive, at the request of the coastal State, the requirement that a grant to such State be at least one percent of the total amount appropriated to carry out management program development grants under such Act.
Places percentage and money limitations on the maximum amount of such grants for fiscal years 1975, 1976, and 1977.
