Requires the Secretary of Commerce to prepare building insulation standards, applicable to new construction, which can be incorporated into building codes for use in determining whether a building has been designed and constructed in such a way that external climatic and meteoroligic conditions will have the minimum practicable adverse impact upon temperature and humidity levels within such building.
States that the Secretary may prepare different sets of standards for different types of buildings and buildings located in different climatic regions.
