Provides that, notwithstanding any other law or provision of law, whoever, acting under color of law, intercepts or discloses any wire or oral communication, with respect to which a judge or justice of the United States or a Senator or Member of Congress is a party, without the written authorization of the President (specifically authorizing the particular interception or disclosure) shall be fined not more than $20,000, or imprisoned not more than 10 years, or both.
