A bill to establish a Federal-aid rural off-system highway program to increase safety and mobility of the Nation's rural roads.
Federal-Aid Rural Off-System Highway Act - Authorizes the Secretary of Transportation to make grants to States for projects for the construction, reconstruction, and improvement of any off-system road (including but not limited to, the replacement of bridges, the elimination of high hazard locations and roadside obstacles).
Sets forth the formula to be used by the Secretary in determining the apportionment among the States of sums authorized to be appropriated to carry out this Act.
Authorizes the following appropriations for the purpose of carrying out the provisions of title 23 of the United States Code: (1) for the Federal-aid primary system in rural areas out of the Highway Trust Fund, $900,000,000 per fiscal year for the fiscal years ending June 30, 1976, June 30, 1977, June 30, 1978, June 30, 1979, and June 30, 1980; (2) for the Federal-aid secondary system in rural areas, out of the Highway Trust Fund, $500,000,000 per fiscal year for the fiscal years ending June 30, 1976, June 30, 1977, June 30, 1978, June 30, 1979, and June 30, 1980; (3) for special bridge replacement under section 144, title 23, United States Code, out of the Highway Trust Fund, $200,000,000 per fiscal year for the fiscal years ending June 30, 1977, June 30, 1978, June 30, 1979, and June 30, 1980; (4) for off-system roads under section 219, title 23, United States Code, $200,000,000 per fiscal year for the fiscal years ending June 30, 1975, June 30, 1976, June 30, 1977, June 30, 1978, June 30, 1979, and June 30, 1980; and (5) for high-hazard loaction projects under section 152 of title 23, United States Code, out of the Highway Trust Fund, $75,000,000 per fiscal year for the fiscal years ending June 30, 1977, June 30, 1978, June 30, 1979, and June 30, 1980.
