States that under the Marine Mammal Protection Act no permit may authorize the intentional killing or injuring of any porpoise, dolphin, manatee, or whale, sea otter or walrus ( or any other marine mammal which is in imminent danger of extinction) in the course of commercial fishing operations unless necessary to protect human life.
