A bill to amend the Marine Mammal Protection Act of 1972 to prohibit the intentional killing or injuring of porpoises, manatees, and other marine mammals pursuant to permits authorizing the taking of such mammals incident to commercial fishing operations.

States that under the Marine Mammal Protection Act no permit may authorize the intentional killing or injuring of any porpoise, dolphin, manatee, or whale, sea otter or walrus ( or any other marine mammal which is in imminent danger of extinction) in the course of commercial fishing operations unless necessary to protect human life.
