Directs the Secretary of the Interior to study the feasibility of establishing a Hells Canyon National Recreation Area in the States of Idaho and Oregon. Requires the Secretary to submit to the President and to the Congress of the United States, within four years, a report of his findings. Specifies the content of such report, including: (1) identification of the various natural, scenic, scientific, historic, and recreational values of the area; (2) the opportunities inherently available and developable for outdoor recreation activity; and (3) the existing and proposed types of resource uses and land classifications within the area.
Authorizes to be appropriated such sums as may be necessary to carry out the purposes of this Act.
