Makes an alien who has been convicted for possession of marihuana eligible for an application for a visa and for admission into the United States after a hearing and upon such terms as the Attorney General prescribes.
Permits the Attorney General, after a hearing and upon such terms as he may prescribe, to waive deportation of any alien who has been convicted for the possession of marihuana. (Amends 8 U.S.C. 1182(a) (23), 1251(b))
