Provides that the 1974 increases in social security benefits shall be disregarded in determining an individual's eligibility for supplemental security income benefits under title XVI of the Social Security Act. Provides that support and maintenance furnished a mentally retarded individual living in another person's household shall not constitute income to him for supplemental security income benefit purposes.
