A bill to amend chapter 1 of title 23 of the United States Code to provide for construction of access highways to rural areas substantially impacted by accelerated mining activities to meet national energy demands.

Authorizes the Secretary of Transportation to pay up to 100 percent of the cost for construction of access highways to rural areas substantially impacted by accelerated mining activities to meet national energy demands.

Authorizes to be appropriated out the Highway Trust Fund for each of fiscal years 1976 and 1977 $50,000,000 to be available until expended for the purposes set forth in this Act.
