A bill to establish administrative and governmental practices and procedures for certain kinds of surveillance activities engaged in by the administrative agencies and departments of the Government when executing their investigative, law enforcement, and other functions.
Surveillance Practices and Procedures Act - Expresses the findings and declarations of Congress, including that Congress should establish practices and procedures to be followed by the Government when engaging in surveillance activities so as to reconcile the Government's interest in executing its investigative, law enforcement, and other functions with the Congressional and public interests in protecting the integrity of the individual's right to privacy and other constitutional rights and liberties.
Defines the term "foreign agent". Requires authorization for interception of wire or oral communications in national security cases. Sets forth the procedure for interception of such communications relating to national security by requiring applications for an order authorizing or approving the interception of a wire or oral communication to be made in writing upon oath or affirmation to a judge of competent jurisdiction. Specifies the content required in any such application.
