A bill to amend the Consolidated Farm and Rural Development Act to provide for emergency loans to certain producers and processors whose livestock and poultry have been condemned because of chemical contamination.

Provides, under the Consolidated Farm and Rural Development Act, for loans to producers and processors whose livestock and poultry have been condemned because of chemical contamination and who cannot obtain sufficient credit elsewhere at reasonable rates and terms.
