Revises, under the Atomic Energy Act of 1954, the method of providing for public remuneration in the event of a nuclear incident. Extends exemptions from the financial protection requirements and indemnification requirements for nonprofit educational institutions until August 1, 1987. Requires the Atomic Energy Commission to submit to the Congress by August 1, 1983, a detailed report concerning the need for continuation or modification of the provisions of this Act.
