A bill to amend the Consolidated Farmers Home Administration Act.

Provides that the Secretary of Agriculture may not participate in joint financing to facilitate the development of private business enterprises in rural areas under the Consolidated Farmers Home Administration Act where such financial assistance is likely to result in: (1) the transfer from one area to another of the business operation of the applicant; or (2) an increase in production of goods where the demand is insufficient to meet such increases.
