Revises the organizational structure of the United States Postal Service. Declares that the chief executive officer of the Postal Service is the Postmaster General and sets forth his rate of basic pay.
Makes the Deputy Postmaster General, appointed by the Postmaster General solely on the basis of fitness to perform the duties, the deputy chief executive officer.
States that the Postmaster General shall direct and control the expenditures and review the practices and policies of the Postal Service and perform other functions and duties.
Makes technical and conforming amendments to the United States Code, deleting specified references to the Board of Governors of the Postal Service.
