Establishes within the Department of the Interior the Earth Resources Observation Administration. Directs such Administration to establish and carry out a program to develop more efficient and effective means to acquire and interpret information on the quality and quantity of earth resources in order to assist the United States in earth resources management.
Requires the Administration to be responsible for: (1) consultation with all interested agencies of the United States and other appropriate entities, including State and local governments, to ascertain the needs for information on the quality and quantity of earth resources; and (2) planning, research, design, development, and operation of earth resources satellite systems.
Authorizes the Secretary of the Interior and the Administrator of the National Aeronautics and Space Administration to enter into an agreement or other arrangement pursuant to which the National Aeronautics and Space Administration shall undertake the responsibility for the planning, research, designing, development, and operation of the space segment of the earth resources satellite systems on a reimbursable basis.
Authorizes the appropriation of such sums as may be necessary to carry out this Act.
