Federal Railroad Safety Authorization Act - Authorizes appropriations for fiscal year 1975 for the purposes of carrying out the Federal Railroad Safety Act of 1970 and the Hazardous Materials Transportation Control Act of 1970.
Requires the Secretary of Transportation to prepare and submit to the President for transmittal to the Congress by March 17, 1976, a report describing the areas of railroad safety for which Federal safety standards have or have not been issued pursuant to the Federal Railroad Safety Act of 1970, and a description of the railroad safety program underway or planned in each State as of June 30, 1975.
Provides for a civil penalty between $250 and $2500 for the failure of a common carrier to make an accident report as required by the Accident Reports Act, if no penalty is assessed under the prior provisions of that Act.
